In a large pot, bring salted water to a boil and cook the pasta according to package instructions. Drain and set aside.
In the same pot, brown the ground beef or turkey over medium heat until fully cooked, breaking it apart with a spatula as it cooks. Drain any excess fat.
Stir in the taco seasoning, beef broth, diced tomatoes (with juices), and black beans into the cooked meat mixture. Bring the mixture to a simmer.
Once simmering, reduce the heat to low and stir in the cream cheese until melted and well combined.
Add the cooked pasta to the pot and mix everything until the pasta is coated in the cheesy taco sauce.
Sprinkle the shredded cheddar cheese on top, stirring gently until it’s melted and creamy.
Remove from heat, mix in the sour cream, and season with salt and pepper to taste.
Serve immediately, garnished with chopped green onions on top.
